Who is Arlan?
Arlan is a 4★ Lightning DPS following the Destruction Path. His gimmick is spending HP instead of Skill Points — he deals more damage the lower his health, but his raw ceiling is significantly below every 5★ DPS and most 4★ alternatives. Passable in early game but rarely used in endgame as of version 4.2. No reliable data from Prydwen scanner pool reflects how infrequently he is fielded.
