Who is Rover (Havoc)?
Rover (Havoc) is the free protagonist's Havoc resonance form in Wuthering Waves — unlocked via a story quest in the Huanglong region. As a Havoc DPS using a Sword, Rover (Havoc) is a competent on-field Havoc carry with a kit centred on building and spending Havoc stacks for amplified DMG bursts. While Spectro Rover is considered the strongest protagonist form for raw DPS, Havoc Rover enables Havoc team resonance bonuses and is a zero-cost option for players building a Havoc team before Camellya or Danjin investment.
